New Mexico has a stormy gambling background. When the IGRA was signed by Congress in Nineteen Eighty Nine, it looked like New Mexico would be one of the states to get on the American Indian casino bandwagon. Politics assured that would not be the situation.

The New Mexico governor Bruce King appointed a task force in 1990 to negotiate a contract with New Mexico American Indian bands. When the panel arrived at an accord with two big local bands a year later, the Governor refused to sign the bargain. He held up a deal until Nineteen Ninety Four.

When a new governor took office in Nineteen Ninety Five, it seemed that American Indian gambling in New Mexico was now a certainty. But when the new Governor passed the contract with the Native tribes, anti-gambling forces were able to tie the contract up in the courts. A New Mexico court found that the Governor had overstepped his bounds in signing the accord, thereby denying the government of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.

It took the CNA, passed by the New Mexico government, to get the process moving on a full contract between the State of New Mexico and its Native bands. A decade had been lost for gaming in New Mexico, including Indian casino Bingo.

The non-profit Bingo business has gotten bigger from Nineteen Ninety-Nine. That year, New Mexico non-profit game owners acquired only $3,048. This number grew to $725,150 in 2000, and passed a million dollars in 2001. Non-profit Bingo revenues have increased constantly since then. Two Thousand and Five witnessed the greatest year, with $1,233,289 earned by the operators.

Bingo is certainly favored in New Mexico. All kinds of providers look for a bit of the pie. With hope, the politicians are done batting around gaming as an important factor like they did back in the 1990’s. That’s probably wishful thinking.
